Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Immense energy is allocated on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from enemy soil, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, no doubt, continue.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until circumstances change in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
